The Competition and Markets Authority (CMA) wants to put Microsoft's business software under special oversight. On 16 October 2026 the UK competition watchdog proposed giving Microsoft "strategic market status" across Windows, Microsoft 365, Teams, Copilot and its security, server and database products. The CMA is consulting until 5pm on 13 November 2026 and must decide by 13 February 2027.

## Five markets, one landlord

The investigation opened in May 2026 and looked at five areas: PC operating systems, productivity suites, security software, server operating systems and relational databases. The CMA's provisional finding is that Microsoft holds a strong position in all five, propped up by "the barriers customers face when switching" and by integration advantages rivals struggle to match.

The scale is the point. The CMA says Microsoft's business software is used by over a million UK businesses and public sector organisations, with around 20 million monthly users. If it goes ahead, Microsoft would join Google (for search) and Apple and Google (for mobile platforms) under the UK's digital markets regime, Reuters noted.

## What the CMA might actually do

Strategic market status, or SMS, is not a fine or a finding of wrongdoing; the CMA is explicit about that. It's a label that lets the regulator set tailored rules, called conduct requirements, rather than fighting case by case. Alongside the proposal it published a "roadmap" of possible interventions, covering:

- **AI:** whether customers can freely choose AI tools, and whether rivals get "a level playing field to compete with Microsoft's Copilot."
- **Security:** whether bundling Microsoft's security products limits choice.
- **Cloud:** whether customers can choose which cloud runs their software licences, and how Microsoft's licensing affects that.
- **Bundling and integration:** how products are packaged, and how easily other developers can plug in.

Separately, the CMA said Microsoft and Amazon Web Services have made "material progress" on cloud switching outside a formal process, including removing data transfer fees for customers who switch. It is keeping a full cloud investigation in reserve and will update on that in spring 2027.

## Ada's take: Copilot is the real prize

Windows and Office have been dominant for so long that it feels odd to call it news. What's new is AI. The CMA notes a "shift towards agentic AI in familiar workplace tools", and the risk is obvious: if Copilot arrives pre-installed in the software a business already can't leave, rival AI assistants are competing for a seat that's already taken. Regulators were too slow on browsers and search. The CMA is trying not to be too slow on workplace AI.

Whether it bites depends on the conduct requirements that follow, and those are months away. A designation with timid rules attached would be a very expensive press release.

## Why UK organisations should care

For a small business, a school or a parish council, the practical questions are simple: can I mix Microsoft tools with cheaper or better rivals without penalty, and can I move my licences to another cloud without paying twice? In June, The Register reported that one parish council told the CMA it faced an unplanned £1,100 a year in extra Microsoft costs to use Teams properly. The CMA also points out that for government and critical services, being able to switch, especially for AI, matters for resilience. Anyone still wrestling with [the end of Windows 10 security updates](https://mindthehype.co.uk/windows-10-security-updates-13-october-2026-myth/) already knows how much one supplier's decisions shape their IT budget.

If you buy Microsoft software and have views, the consultation is open to responses until 13 November 2026.

## To be fair to Microsoft

Microsoft disagrees. A spokesperson told Reuters that "All our products – including Copilot – are open and interoperable." In earlier submissions it argued that it "faces substantial competitive constraints across all five digital activities", pointing to Google Workspace, macOS, Linux and PostgreSQL, and that "AI is making competition more intense, not less." Those rivals are real, and plenty of organisations do run mixed setups. The CMA's findings are provisional and can change after the consultation.

📊

**The verdict.** Hype: 3/5 · Substance: 4/5 · Spin: Low. This comes straight from the CMA's own proposed decision and case timetable, reported independently by Reuters and others, with Microsoft's rebuttal on the record. The bottom line: nothing changes for users yet, but the UK is lining up the power to tell Microsoft how it bundles Copilot and licenses its cloud. Watch for consultation responses in November and the final decision by 13 February 2027.

*Mind the hype. Copilot can draft your response to the consultation, but maybe ask a rival to proofread it.*
